
There are millions of apps to download out there, and each of them is competing. For us users, choosing can be difficult, and Google wants to help us with that.
Here, quality matters. People enjoy using apps because they can ease and aid certain tasks or needs. But some apps that actually do the same thing (similar), may differ in performance, battery usage, rendering time, and may crashes more often. In other hand, it's frustration.
In short, no apps are created equal.
In its efforts to deliver a better Google Play experience, Google enhanced its search and discovery algorithms to reflect app quality.
Andrew Ahn, Product Manager, Google Play, explained:

According to an internal analysis of app reviews on Google Play, users notice that half of 1-star reviews mentioned app stability.
With the update, Ahn advises developers to focus on performance and fix quality issues to make their apps more visible in Google Play's search. By focusing on the quality and performance of apps, developers will find more success on Google Play.
